David Allen, PhD, Manager, Office of Market Research, Michigan State Housing Development Authority.

David is the Manager of the Office of Market Research at the Michigan State Housing Development Authority. His work involves housing research to support policy creation and implementation throughout the state, as well as managing MSHDA’s market review system for housing projects that seek funding from the Authority’s Direct Lending and Low-Income Housing Tax Credit programs. He has been in this position for the last five years. Prior to this, he was MSHDA’s Chief Market Analyst. He was also a partner in a private sector market research firm for six years.

Recent projects that David has been involved with include writing the state’s Housing Needs Assessment in 2019 and co-authoring the assessment’s 2024 edition with researchers from the University of Michigan. He has also calculated estimates of housing needs statewide and regionally. He provided data support and expertise to Michigan’s first Statewide Housing Plan as well and created the progress reporting system that the Plan’s implementation requires. He also created the statistical analysis upon which regional funding targets related to the Plan are based. He aided in the production of Michigan’s Housing Data Portal last year. He has assisted MSHDA’s Rental Development division in creating the state’s Qualified Allocation Plan (QAP) for allocating Low Income Housing Tax Credits and has worked with many other housing stakeholders to improve access to affordable housing throughout Michigan.
