Sam Kallen, Researcher and Consultant, Flywheel Community Development
Sam is a researcher and consultant with Flywheel Community Development, where he helps municipalities, community groups, and developers find solutions together. With a background in industrial/organizational psychology and deep expertise in spatial analysis, Sam designs scalable tools and processes that support housing abundance, fiscal resilience, and vibrant, welcoming communities.
His recent work includes mapping the municipal tax implications of different development patterns, calculating development capacity across jurisdictions using National Zoning Atlas data, and leading coalition-building efforts that unite organizations around shared goals. As an organizer with StrongTownsPDX, Sam facilitates community conversations around housing and advocates for smart, people-centered policy in Portland.
Sam holds a master’s degree in Industrial/Organizational Psychology from Western Michigan University. He lives in Portland, Oregon with his husband and three cats.
